Your universe is inspiring. With massive vessels and stations to service them, L1 through L3 would be particularly useful because they are good transition points for both the Planetary Transport Network as well as approaching the planet. Those stations will tend to circle in a controlled orbit around the points to maintain stability. Also, L4 and L5 are cheaper to for stability and larger, so there could be impressive developments there.
