In the Over the Edge series many space ships too large to land on the planet park in orbit. Space traffic controllers assign ships slots based on their size and/or how often the occupants need to commute to the planet and back. Layers and layers of ships are theoretically possible, though it's hard to imagine a whole lot of space ship traffic. On the other hand, I'm not sure early automobile drivers could have conceived of the numbers of cars, trucks and motorcycles on highways all over the world.
The earth has more space traffic now than people could have imagined not that long ago.
